Were the Chinuch and RAMA"K (R' Moshe Cordevero) talking about the same tyeing style?

Both were were talking about separating Chulyos between knots in order of 3-3-3-4. The Chinuch doesn't write about alternating blue-white: that's an innovation from Ptil Tekhelet. Could they possibly be talking about the same thing?
